The NCDC says that for Philadelphia, the statistical return time for a snowfall of 22" from a single storm is about 100 years. They've had two storms like that this winter, which, statistically speaking, should only happen once every ten millennia or so.

I'm glad I'm not in the mid-Atlantic states. 25+ inches of snow from one storm is more than I ever want to see.
